Norwegian TSO Statnett has published a report on the coordination of transmission and distribution system operations. The report is available online at the following link. The report proposes a hierarchical approach for coordinating the sourcing of flexibility (in the sense of real-time balancing energy) from resources located in distribution networks while respecting the structure of the European balancing market but also ensuring that distribution network constraints are not jeopardized.
